Analyzing and Explaining the Impact of Political Elites on Iraq's Foreign Policy After 2003: An Analytical Study of the Decision-Making Structure

Abstract

Political elites have long played a significant role in the foreign-policy decision-making processes of states. Various theories of international relations and foreign policy have sought to conceptualize and explain this role and influence. Following the fall of Saddam Hussein’s regime, Iraq provides a particularly important case because, in the context of weak institutional consolidation and fragmented organizational structures, it has experienced a distinctive pattern of elite influence on foreign-policy decision-making. The country’s internal political developments and governing arrangements, particularly the fragmentation and dispersion of political power, have created conditions for the emergence of new political elites and, consequently, for their increasing influence over foreign-policy processes. This article examines and explains the influence of Iraqi political elites on the formation of Iraq’s foreign policy after 2003 through an analysis of the country’s political decision-making structure. It aims to clarify the nature of the relationship between political elites and foreign policy and to examine the influence of multiparty competition, sectarian and ethnic power-sharing arrangements, and regional and international interventions on the direction of Iraq’s foreign policy. This qualitative study adopts a descriptive-analytical approach to examine the conceptual relationship between political elites and foreign policy, the nature of Iraq’s post-2003 political system, and the roles of political parties, religious elites, and security forces in foreign-policy decision-making. The findings show that political parties have become central actors in shaping Iraq’s external relations, particularly because some political forces maintain regional and international alliances that have influenced the formulation and implementation of foreign policy.
