Analyzing the Feasibility of Convergence and Divergence in Iran-Turkey Relations

Abstract

This study conducts a detailed investigation into the feasibility of convergence and divergence within the complex bilateral relationship between Iran and Turkey, utilizing the theoretical framework established by Cantori and Spiegel. Given the pivotal and often decisive role these two nations play in shaping the geopolitical, economic, and cultural dynamics of the Middle East and the Caucasus, a comprehensive and nuanced analysis of their interactions is of paramount importance for understanding regional stability. The research employs a robust descriptive-analytical methodology, drawing extensively on data collected from a wide array of library and archival sources to ensure a well-rounded perspective. The findings reveal that Iran-Turkey relations are not monolithic but are instead influenced by a multifaceted and often contradictory set of factors. These include their strategic geographical positioning, intertwined economic interests, deep-rooted cultural-religious interactions, and frequently divergent security policies. On one hand, pragmatic cooperation in critical areas such as energy security, bilateral trade, and joint counter-terrorism initiatives fosters significant convergence. This is underpinned by a growing mutual economic interdependence, particularly in the fields of natural gas exports and the transit of goods, which positions Iran and Turkey as inevitable strategic partners with substantial shared interests. Exogenous factors, most notably Turkey’s membership in NATO and its strategic alignment with the Republic of Azerbaijan, especially during conflicts such as the Nagorno-Karabakh issue, further exacerbate this divergence and create recurring points of friction. The study ultimately underscores the existence of a fragile and constantly shifting balance between forces of convergence and divergence, a balance that is continuously shaped and reshaped by evolving regional and global developments. By providing policymakers with this nuanced understanding, the research aims to enable the formulation of effective strategies that can enhance regional cooperation, leveraging existing opportunities to strengthen ties and contribute to lasting stability.
