راهبردهای هوش مصنوعی در عربستان و امارات و پیامدهای آن بر امنیت منطقه‌ای بین‌النهرین (مطالعۀ موردی عراق)

چکیده

پذیرش و ادغام هوش مصنوع به جنبه‌های محوری پیشرفت‌های فناوری در دنیای امروز تبدیل شده است. این پژوهش علمی به بررسی سرمایه‌گذاری رو به رشد عربستان سعودی و امارات متحدۀ عربی در فناوری‌های هوش مصنوعی و تأثیر بالقوۀ آن بر چشم‌انداز امنیتی بین‌النهرین، با تمرکز خاص بر عراق می‌پردازد. بین‌النهرین منطقه‌ای با اهمیت ژئوپلیتیک است و به همین دلیل، درک مفاهیم پیشرفت هوش مصنوعی در زمینۀ امنیت این منطقه ضرورت دارد. این مطالعه با هدف روشن کردن چشم‌انداز در حال تحول راهبرد‌های هوش مصنوعی در عربستان سعودی و امارات متحدۀ عربی و پیامدهای آن بر پویایی امنیت منطقه‌ای بین‌النهرین انجام شده است. این یافته‌ها به درک عمیق‌تر خطرات و فرصت‌های بالقوۀ مرتبط با پیشرفت‌های هوش مصنوعی در منطقه کمک می‌کند و بحث‌ها را در مورد تلاش‌های مشترک برای ارتقای امنیت منطقه‌ای تقویت می‌کند. عربستان سعودی و امارات به‌عنوان بازیگران مهمی در چشم‌انداز جهانی هوش مصنوعی ظاهر شده‌اند و سرمایه‌گذاری چشمگیری در تحقیق، توسعه و پیاده‌سازی هوش مصنوعی در بخش‌های مختلف انجام داده‌اند. این پژوهش، با استفاده از چارچوب نظری کپنهاگ و روش تحلیل توصیفی، بر  این فرض استوار است که به نظر می‌رسد موازنۀ قدرت در آیندۀ نه‌چندان دور با حرکت کشورهای خاورمیانه‌ای به سمت فناوری‌های جدید هوش مصنوعی تغییر خواهد کرد. این امر موجب تشدید رقابت قدرت‌های منطقه‌ای در بین‌النهرین و همچنین عراق خواهد شد. سیاست‌های هوش مصنوعی احتمالاً تأثیرات چشمگیری بر ماهیت امنیت منطقۀ خاورمیانه، بین‌النهرین و همچنین عراق خواهد داشت.
