تنگۀ هرمز؛ تحلیل راهبرد انسداد از منظر مؤلفه‌های سه‌گانۀ بازدارندگی

چکیده

حملۀ نظامی اسرائیل و سپس آمریکا به ایران، که با تهدید رسمی ایران به بستن تنگۀ هرمز به‏عنوان حیاتی‌ترین گذرگاه‌ انرژی جهان و تصویب طرح آن در مجلس همراه شد، یک بار دیگر موضوع توجیه‌پذیری انسداد این تنگه به‌عنوان اهرمی راهبردی برای ایران را مطرح کرد. این پژوهش با اتکا به نظریۀ بازدارندگی در قالب رویکرد کیفی و با استفاده از داده‏های اسنادی-آماری، انسداد این گذرگاه را بر اساس سۀ مؤلفه عقلانیت، باورپذیری و قابلیت اجرا از منظر منافع ملی ایران بررسی می‌کند. پرسش پژوهش چنین صورت‌بندی می‌شود: تأثیر انسداد تنگۀ هرمز بر تحقق منافع ملی ایران از منظر نظریۀ بازدارندگی چگونه قابل‌ارزیابی است؟ فرضیۀ تحقیق بر این مبناست که بر اساس منطق بازدارندگی، حفظ یک تهدید معتبر و باورپذیر به بستن تنگه، بدون اقدام عملی به آن، به‌مراتب کارآمدتر و کم‌هزینه‌تر از اجرای واقعی این اقدام است. یافته‌ها نشان می‌دهد که انسداد عملی تنگۀ هرمز، هزینه‌های اقتصادی و دیپلماتیک گسترده‌ای را بر ایران و متحدانش تحمیل می‌کند؛ بنابراین، در چارچوب منطق بازدارندگی، بستن تنگۀ هرمز از منظر هزینه-فایده یک «ریسک راهبردی» محسوب می‌شود و تنها در شرایط اضطرار وجودی می‌تواند به‌عنوان گزینه‌ای قابل‌توجیه مطرح گردد.
