اقتدارگرایی رقابتی و تحول مفهوم مشروعیت سیاسی در نظام‌های خاورمیانه‌ای

چکیده

طرفداران لیبرال دموکراسی بعد از فروپاشی شوروری با استناد به مقاله‌ی «پایان تاریخ» فرانسیس فوکویاما،لیبرال دموکراسی را به‌مثابه کامل‌ترین نظام سیاسی تعریف نمودند.نظامی که به باور آنان می‌توانست الگویی برای حکمرانی در بسیاری از کشورهای جهان باشد.اما به تدریج این خوش‌بینی جای خود را به واقعیت‌های بدبینانه‌ای در عرصه سیاست جهانی سپرد و تنش‌های قومی،هویتی و جنگ‌های نژادی،تحولات مرتبط با یازده سپتامبر،ظهور بنیادگرایی و تروریسم،حمله به افغانستان و عراق،بحران سوریه و ظهور داعش،برآمدن اقتدارگرایی،گسترش راست‌گرایی افراطی در غرب و ظهور ترامپیسم به چالش‌هایی مهم پیش‌روی لیبرال دموکراسی‌های معاصر تبدیل شدند.چالش‌های مذکور نشان دادند چگونه اقتدارگرایی در تقابل با لیبرال دموکراسی به تدریج در حال برآمدن است.کشورهای مختلفی در جهان بستری برای ظهور اقتدارگرایی بوده‌اند و شیوه‌های جدیدی از «مشروعیت سیاسی» را نمایان ساخته‌اند.در این راستا،مقاله حاضر در چارچوب جنبه‌های نظری ایده «اقتدارگرایی رقابتی» می‌کوشد ضمن تشریح روند برآمدن اقتدارگرایی در جهان امروز،مصادیق عینی آن در برخی کشورهای خاورمیانه‌ای را مورد تحلیل قرار دهد.پرسش این است که سیاستمداران خاورمیانه‌ای در کشورهای چون ترکیه،مصر،عربستان،امارات متحده عربی چگونه با الگوهای جدید حکمرانی زمینه‌های تحول در مفهوم سنتی مشروعیت سیاسی را بوجود آورده‌اند؟.در پاسخ این فرضیه به بحث گذاشته شده که سیاستمداران مسلط بر این کشورها با ابتنای بر الگوی حکمرانی اقتدارگرایانه و از طریق ترکیب پیچیده‌ای از مکانیسم‌های «انتخاباتی»، «تکنوکراتیک»، «ناسیونالیستی» و «دیجیتال» توانسته‌اند زمینه‌های تحول در مفهوم کلاسیک مشروعیت سیاسی را فراهم آورند.برای بررسی چنین مسئله‌ای از شیوه کتابخانه‌ای برای گردآوری اطلاعات لازم و از روش توصیفی-تحلیلی برای تجزیه و تحلیل مباحث استفاده شده است.
