سیاست عراقی ایران؛ چالش‌های ترکیه و عربستان

چکیده

این مقاله به بررسی چالش‌های ترکیه و عربستان بر سر همبستگی ایران و عراق پس از 2003 می‌پردازد و ابعاد هویتی، امنیتی و اقتصادی آن را در قالب یک رقابت منطقه‌ای بررسی می‌کند. ایران با بهره‌گیری از یگانگی مذهبی، فرهنگی و تاریخی و نیز حمایت از گروه‌های شیعه و کُرد و حتی قبول سنی‌های مستقل و به‌طور کلی تأکید بر عراق باثبات، تأثیرگذاری سیاسی و امنیتی گسترده‌ای در عراق داشته است. در مقابل، ترکیه با تمرکز بر ترکمانان، بخشی از سنی‌ها و همکاری با اقلیم کردستان سیاست مهار تأثیرگذاری ایران را دنبال کرده است. عربستان سعودی نیز با اتکا به اشتراکات مذهبی و قومی با بخشی از جریان سنی در پی محدود کردن نفوذ شیعیان و بازسازی جایگاه عربی خود بوده است. حال مسئله این است که ترکیه و عربستان چگونه همبستگی ایران و عراق را به چالش کشیده‌اند. چالش‌های این دو کشور جنبه‌های زیادی دارد، اما این مقاله فرصت بررسی بخشی از این‌ها را دارد و از این‌رو، فرضیه این است که این دو کشور از طریق تشدید شکاف‌های قومی-‌فرقه‌ای در عراق با پشتیبانی آمریکا مانع شکل‌گیری دولت مقتدر و عراق باثبات شده‌اند. با الهام از نظریۀ مجموعه‌های امنیتی باری بوزان نشان داده می‌شود که این مداخلات اوضاع عراق را به‌هم ریخت، روابط ایران و عراق را تحت تأثیر قرار داد و منطقه را هم دچار آشوب کرد.
