تأثیر ثبات سیاسی و ترتیبات نهادی سیاست پولی بر سرمایه‌گذاری در کشور عراق

چکیده

دو دهه پس از ۲۰۰۳، اقتصاد عراق با بی‌ثباتی سیاسی، ناامنی داخلی و نوسانات شدید نهادی مواجه بوده است که می‌تواند مسیر سرمایه‌گذاری در این کشور را به‌شدت تحت تأثیر قرار دهد. بر این اساس، در این پژوهش عوامل مؤثر بر سرمایه‌گذاری از دیدگاه نهادی در چارچوب تأثیر ثبات سیاسی با شاخص «ثبات سیاسی و نبود خشونت / تروریسم» و همزمان ترتیبات نهادی سیاست پولی با شاخص «استقلال بانک مرکزی» بر سرمایه‌گذاری در کشور عراق مورد بررسی قرار گرفته است. داده‌های مربوط به متغیرهای پژوهش برای سال‌های 2003 تا 2023 استخراج شده‌اند و به منظور برآورد ضرایب الگوی خودرگرسیون با وقفه‌های توزیعی (ARDL) به کار گرفته شده است. نتایج نشان می‌دهد که بهبود ثبات سیاسی و کاهش خشونت، در کوتاه‌مدت و در بلندمدت، اثر مثبت و معناداری بر سرمایه‌گذاری دارد؛ به عبارت دیگر هرگونه بهبود در وضعیت ثبات سیاسی و کاهش خشونت می‌تواند به افزایش سرمایه‌گذاری منجر شود. همچنین افزایش استقلال بانک مرکزی در بلندمدت موجب تقویت سرمایه‌گذاری می‌شود؛ به‌گونه‌ای که کاهش جابه‌جایی رؤسای بانک مرکزی با افزایش پیش‌بینی‌پذیری سیاست پولی همراه بوده است. صادرات و تورم در بلندمدت رابطۀ مثبت و معناداری با سرمایه‌گذاری داشته‌اند، در حالی که رشد اقتصادی در هیچ‌یک از دوره‌های کوتاه‌مدت یا بلندمدت رابطۀ معناداری با سرمایه‌گذاری نداشته است. یافته‌ها نقش تعیین‌کنندۀ امنیت داخلی، ثبات نهادی و کیفیت حکمرانی پولی را در شکل‌دهی محیط سرمایه‌گذاری عراق برجسته می‌کنند.
